So I have a business partner from another country and he is doing pretty well there and he now wants to start selling to the US. I currently live in the US but i was wondering if I were to start a business here, can i list him as my partner therefor making my business type a Partnership? Or I can not as he is not a US citizen and i would have to be make my business type a Sole Proprietor. Thanks for the help in advance!

You can create a partnership with a non-US citizen.

But if you are going to create a partnership with someone (especially someone out of the country) you should have an attorney help you with your partnership agreement.
