You are correct. In my opinion, they should not be.
Free education is free education. When any part of it has to be paid for, then it is not free anymore, and there is then no difference between the USA and Congo.
Thank you. When parents have to pay for books, it becomes an additional tax on the poor, and you risk ending up with a permanent underclass. I suppose that suits some people. So much for democracy. :-/
I hope everyone knows that even back in the days of "readin', ritin' and 'rithmatic" (you know, the basics) that music, art and physical education was in the curriculum. Long before state or federal mandates required them.
A bit of history: prior to going to West Point George Armstrong Custer taught in a one room schoolhouse and was noted for his "rough housing" during "games".

No, not clear enough. In high school I took Latin and Typing (electives) and Gym (required). Extra-curricular?
The definition of extra-curricular is NOT for graduation credit. If you are graded on your report card and given a credit for the course, it is curricular, and no student or parent should have to pay for anything required for the course.
If there is to be a fee for the use of any required materials, in my opinion there must also be a public tax-based fund to provide that payment for any parents who have a demonstrable hardship. So that no child is ever denied a curricular education for want of money.
