(Let's face it. They already do. This will make it worse. It would be a legal way to discriminate against the poor.)

What I think will improve education is for parents to be able to choose- and pay for- the education they want for their children...not through taxes, but through a direct payment to the school. I don't see the hypocrisy here.
There is very little federal money "paying" for schools. The federal contribution to schools is about 10%, and that includes the school lunch program.

The constitution of EVERY state guarantees a free public education. Now just how you're going to do that by charging parents tuition, which is what you're talking about, is beyond me.
