All Georgia High Schools (Sort of) If you have a 3.0 or better Georgia Hope (lottery funded) will fund most of your State College Base tuition cost. And give you a set amount for private State colleges.

Massachusetts has a tuition waiver scholarship to any public university/college for students who score a certain amount on the MCAS

In Midland Texas they have a scholarship program, or used to, I guess they still have it, where any student who graduated from a county high school was eligible for free tuition at the local community college. By maintaining decent grades, they could continue to receive the scholarship throughout their time there.

Oklahoma offers a program, I believe it's called Oklahoma Promise, that gives students whose families make less than $50,000 (I believe) free tuition to state universities. It's something you have to sign them up for while they are still in junior high, or something like that.

Northwestern Michigan College, in Traverse City, Michigan, invites students who are still in high school to enroll in college courses before HS graduation. The high school pays the college tuition fees for any students who participate in this program. Some "dual enrollment" students have earned an Associates degree even before they get their high school diploma. After HS graduation, residents of Grand Traverse County pay only half the tuition that is charged to other Michigan county residents.

In Buffalo, they have a Middle College school where you can get an associates degree while in high school.

I am not a Georgia resident, but I always thought Georgia's use of the lottery profit was one of the best I have seen

Many states dedicate their lottery profits to a vague purpose ( the arts, wildlife, etc ) that it is hard to actually see exactly how the lottery money is spent.
