Is knowing how to speak English a High School requirement to graduate?

Not in our district. We have a large amount of ELLs and while I don't think there have been any graduate who spoke no English, there have been some with low ability graduate.

Speaking, NO...Writing and reading--yes. In most school districts, a student needs 4 credits in English. Which means they have to pass 4 classes. In theory that means they need to write, read and understand English.
