where can adult improve/learn English as a Second Language at a low cost.

I believe Houston's Community colleges offer ESL for adults. You do have to be over 18 and have a social security number though. You also need to have a goal in mind.

Some church probably. There are many churches offering English classes around DFW. I guess Houston has them too.

Also go to your local library and ask. Many cities have free language programs, especially in Texas.
