My guess is people with very poor educations ... Like those that say Cincinnatta or Warshington ... or even Axe(ask).
Regional dialect is not necessarily tied to level of education. I worked with attorneys and judges (so, many years of schooling) in Kansas City who pronounced Missouri, " Missouruh." As do people in various parts of the state.
As a friend from Missouri once told me, "Old money says Missouruh. New money says Missouree." And then there's my family, who affectionately refers to the state south of Iowa as Misery.
