Another possibility is he may have been playing the the "Choking Game", also known as the "Pass Out Game" here's a link Welcome to The Guidance Channel! (http://www.guidancechannel.com/default.aspx?index=1878&cat=13 - broken link)
Probably everyone here already is aware of this dangerous "game". A google search will proved many links.
It could be the "choking Game" but happening at two schools in different parts of the country? Well............
we will never know, the schools swept it under the rug, but it seems to me an almost impossible way to hang yourself, just think it through, a hook on the wall at least several inches higher than the child is tall, so how does he get up there and hang himself backwards from his collar? If he could have reached it by himself, he could have gotten down by himself. Obviously other people were involved!
seems like schools should install hooks that collapse under a certain weight. the average backpack can't be more than 20lbs. install hooks that can't hold up more than 25-30lbs. that will solve both any problems from the choking game and any suicide attempts by this method

this is an excellent idea!
Probably schools would cry "poor" and couldn't afford the new hooks. In lieu fo that, just remove the hooks. Just sit the backpacks, etc on the floor.
