Define how your state interprets HQ in your state please. I would be really interested to hear the secondary teachers and how they students with IEPs get their core instruction from their HQ teacher and still make sped time.

I have never heard "HQ" used before. What does it stand for?

Assuming HQ is highly qualified. In Michigan it means you hold a certificate that allows you to teach a subject. Not all certificates are created equal. For example, there are two certs that are considered highly qualified to teach chemistry here. One is a chem major or a minor and that gets you a DC. The other is a general (integrated) science (DI)cert that you can get without even taking chemistry. (You need 12 credits in earth science, 12 in life science and 12 in physical science which may or may not include chemistry).

I have a friend who has a DI cert who took one chemistry class in college. I took 87 credits in chemistry. She and I are both considered highly qualified to teach chemistry. She gets the job though because her cert is flexible. While I can only teach chemistry she can teach all science in grades 6-12. So she's the one the schools want to hire. People like me are stuck in charter or private schools until we stumble into a school that will hire us in spite of our limited certs.
