Area depends on what kind of area you want to live in, how close to conveniences, how close you want to be to the airport although since the airport is smack in the middle of town, that's not really much an issue, how close you want to be to the base. The different parts of town can each have a different feel.

My suggestion always is to rent first, don't overlook the advantages to renting half a duplex and buy a house after you get to know El Paso or if you decide you'll be staying.

There is plenty for children to do in this area. You might have to do some legwork and look/ask around. With all the (free) options, there is no reason for kids to be inside during the weekends.
