... and not in a gracious way either.

Graphic video emerges of El Paso cop shooting to death handcuffed suspect* - NY Daily News

The video was made available after a Freedom of Information request made by the press (it is available on youtube, and other sources. Linking it here may violate the rules here though) and it clearly shows the man being executed. Why this man is not indicted is beyond me (perhaps a cover up by the city?)

The family of the victim needs to get a GOOD lawyer and sue the City of El Paso. That is the only way to keep police from using too much force, in this case deadly force, to subdue someone.
It is obvious from the video that it was not necessary to shoot the man. I did not see the police in a situation where the cop was in danger.
The police man was on top and for some reason they had the victim outside and away from other witnesses.
The City of New York recently settled a case where some men were coerced into signing confessions to a crime they did not commit. Many years later these men were freed and they sued NYC and just got a settlement for 40 million.
The City of El Paso needs to keep their police aware of how much money the City of El Paso could lose with this Rodney King-like incident.
And for the rest of El Paso's citizens to be very aware of the potential for crimes committed by the EPPD.

The New York Daily News is not exactly a credible source of information., nor would someone who quotes them. Not as biased as Fox but unprofessional.

El Paso has about 1300 Attorneys - they can file suits.

...

The news source is not important, however the video of blatant police brutality is. It's one thing to gun down a man when he is armed however it is a cowardly move to gun down a man when he is handcuffed and being subdued by TWO men. This officer should be executed in the same manner he shot this man.

Money will only get you so far, where is the justice? How long until this officer kills another in cold blood?

He should go to jail. If he's put in the general prison population, I don't think he'd last very long: he's (1) a cop and (2) a rogue cop who shoots handcuffed people.

The video was definitely disturbing to watch. The cops never seemed to be in any danger throughout the video.

It's just sad that the only retaliation since the video was released was some guy spray painting the facade of a government building.

Welcome to El Paso, where you get shot in daylight by the EPPD and nobody seems to care.

As a Peace Officer in this city, I can not comment other than to say the Officer was reviewed and found not guilty of any wrong doing.

Surprise, surprise. The family sues, Family of bodybuilder killed in police custody sues city of El Paso, police chief for more than $1 million - KFOX - El Paso Top Stories - Breaking News, Weather, and Traffic

The actions of a POS cop is now costing the taxpayers. It is almost like Los Angeles but on a way lower scale.

Regardless of what happens with the police officer in question, there should not be any "retaliation."

This happening once hardly calls for a billboard or slogan. Also, there has been plenty of uproar so it is hardly accurate to say "nobody seems to care."
