You know, I think the answer to the question posed by the OP is: Quality people aren't interested in working for a person who espouses Madison Avenue values as representative of 'quality.' The state of Texas has an advertising slogan: "It's like a whole other country."

And another comes to mind: "When in Rome...."

Multi Level Marketing is old here in El Paso. If people are not interested in what you're advertising then maybe it's the job and not the people you're trying to recruit?
