Keep in mind a hurricane passed through back in August 06, and if you think Houston is vulnerable, imagine a city with NO drainage! There are areas of El Paso that are still not back to normal, and this wasn't even a really bad hurricane which happened in 06. El Paso was devastated. If Ike travelled directly west rather than verring off toward Oklahoma and Arkansas El Paso could have been wacked hard! This city is very vulnerable to that type of weather.
