I like a whole lotta streets / areas in El Paso other than just Mesa St., so it isn't like I think it is Mesa or nothing. Different areas of El Paso for sure are completely unique and offer different things...not going to deny that. For instance, the Mesa St. area is nothing like Downtown EP, or George Dieter is nothing like Transmountain, etc. So I would like always if possible to get around El Paso (or most cities for that matter) as best as possible to see what they all have to offer.

However, I do think with the great restaurants, shopping areas, bars, mountains, landscaping, weather, etc., if I had to live somewhere in El Paso without a car, Mesa St. area would be high on the list.
I was looking again at that area around UTEP -- and I think you're right. There are enough places to walk to -- and you can walk up Scenic Drive for a pretty nice view.

I was judging by my own lifestyle -- but I still think it would be hard to live here without a car --- or at least a good bike.

I am an African-American currently attending UTEP (and have been for the past 18 months) and have NEVER EVER had that happen. In fact, the professors have a large range of diversity - Arab, Asian, Caucasion, African-American, Mexican, etc., which makes it near impossible for that to happen. Unless you sign up specifically for a class in Spanish, you're going to be taught in English.
