rick perry certainly isn't hurting texas, even if he can't take all the credit.
I think he is hurting us to some degree. He's made us a national laughing stock and has repeatedly embarassed us greatly. He's supported policies that have hurt education, promoted illegal immigration, and created major budget problems, among other things.
He has done some good for Texas, but I wouldn't say he "certainly isn't hurting" us.
Furthermore, in his campaign he has consistently been owning the Texas economy as his own as if he is primarily responsible. What he's neglected to mention is that most of the new jobs have been government jobs and low-wage, low-skill jobs.
Despite Perry’s memory lapse about the decision on Thursday, he does cite the case in his 2010 book Fed Up! Our Fight to Save America from Washington.

To answer your question, yes he has always been this stupid. Yes, Texans are aware of this stupidity. Finally, yes, Texans keep voting for him.
I just saw a foxnews video clip and Rick Perry scold the president saying he is attacking catholic values by taking money away from catholic charities that do abortion. Now I'm confused because I thought Rick Perry signed a pledge to make abortion illegal. So if he is really about values then what about over half of Americans who think illegal immigrants should have a path to citizenship, marriage equality, removal of millionaire tax deduction, etc.
So what are Perrys real positions?
