What I find disturbing, is Romney undermining our Prez while he is representing us on a World stage. That's not something many American politicians would have done, even in an election year, not too long ago. A sad display I think.

Oh, you mean like obama calling Bush unpatriotic....on a world stage?
During this campaign, he talked about Healthcare legislation, the Dream Act, Cap and Trade, ending the war in Iraq.
He has at least attempted to following through with the major things he said during the campaign, but the dream act and cap and trade were block by republicans.
Republicans have to accept Romneys flip flopping and no stand on any issue because they know the empty etch-a-sketch is all the got. Thats why they constantly change the subject and inject Obama into the discussion. They hope by doing so people will forgot about mr. empty suit.
That didnt answer the question, but only raised more.
How is he undermining the President, and the new question, when is the time?
I know it is difficult to get a balance of information, so I will try to simplify it. The time is whenever the President is not abroad representing the US. There used to be some political courtesy between Parties, particularly at the top. Obviously, in the House that has not been the case, too many nut jobs on both sides. But if you prefer to pretend that you don't know that, go ahead.
