It can certainly be interpreted as such. Like I said to the others, removing the stars makes it simply Obama and stripes. I think the stripes to establish it as looking like a flag creates a huge problem. Missing stars is a problem if they are trying to be somewhat symbolic, but it is the fact that it is shown as a flag in its shape with the logo replacing the stars that is a problem.
