By his own definition? Yes.

By the "normal" definition? Nobody is qualified to be President except an incumbent because it is a unique job for which there are no qualifications beyond age and citizenship. No job in the world can prepare a person to be President of the United States.

I have to take him at his word. If he says he's not smart enough to be president, then it has to be true.

He really does think people in the general population are stupid, though, that no one would figure out how he manipulated his returns the way he did. He's so insulting.
