The Daily Herald is not a Chicago paper, it's from what they call the collar counties, the suburbs around the city, which have always been staunchly Republican. No surprise there. 2008 was an anomaly, thanks to Sarah Palin. She caused a lot of traditionally Republican papers to flee to the other side.
Not really--looking at their site, it appears to be largely the north suburbs, hardly a conservative bastion if you know Chicago. Lake County (north burbs) voted overwhelmingly for Obama in 2008, and voted 50.5 to 48.8 for Bush over Kerry in 2004. Plenty of limousine liberals there, and hardly "staunchly Republican."
The area which the Arlington Heights Daily Herald serves covers the western & far western suburbs as opposed to the liberal hellhole that the city of Chicago has been for decades.
