A voting precinct does not equal an entire city. Most precincts are actually quite small.

This is just another case of Fox News and the right wing noise machine crying wolf. Kinda like when President Obama gave Michelle a "terrorist fist bump".

The 59 precincts are overwhelmingly (1) African-American and (2) Democratic. 59 divisions out of a total of 1.687 = 3.5%.

I live in the real world and take the time to read sources. Try it. The Philly papers have covered it well.

And in one Texas County - an entire COUNTY - Obama received only 5 votes. And Dems outnumber Repubs in registration there.
Conspiracy there, too?
Voter fraud?
Corruption?

When I was a Precinct leader in a precinct in Philly, the precinct consisted almost entirely of just 2 apartment buildings. Very homogeneous residents in those buildings. Precincts are Small & often comprised primarily of people of the same political persuasion.
