Presumably, this means Brown will run for governor instead.
This is consistent with an emerging GOP strategy- they've given up on trying to overcome the demographic realities of competing in national elections. Instead, the GOP intends to concentrate on winning governorships and state houses, turning the states into laboratories for experiments in conservative policies, and citing the 10th Amendment to push back hard against anything the Feds mandate that they disagree with.

Not a bad plan, actually
Scott Brown is a good man in a bad party. I said long ago that he is quite moderate and that he should have switched to the Democratic party last year. He would still be Senator if he had. He will not win as Governor either I predict. And it is too bad because he is one of the few Repukes I actually like (Chris Christie being the other).

They can cite whatever they want. The Fed runs the country and that has been made clear time and time again but a slew of courts starting with Brown vs BOE. If the GOP doesn't like it, they can stick it.
