That makes sense to me. If I was running for President of the United States, you can bet that I wouldn't want a half-time commitment from any of my paid staff. If a staffer can't make the effort needed exclusively on my behalf, I would find one who would.
Professional staffers aren't exactly common goods at the Presidential level. Even if their candidate loses, being a paid staffer on a presidential campaign is playing in the major leagues; any staffer who does a good job of the job that was given will find more work, and can command a better salary than ever before.
It's a peculiar profession that does not have typical ways of career advancement.
