Where did I say anything about getting "more people to vote in conservative states?" The task is to get to 50%+1 vote, and 19 times out of 20 that will win the electoral vote. The state Senate in Washington is divided up by land, not population. There are a couple more Republican districts in the state than Democrat districts, therefore the Republicans have a 2 seat advantage.
Also, you seem to think that state elections will somehow predict presidential elections, if it did we would be talking about President Romney's reelection right now, but we are not.
That is certainly a point, but adapting so that 20-24 years from now there is a possibility that you might have a chance at victory, I don't see that as a viable plan.
A different plan might be to distinguish the differences, and try to educate the electorate as to why your political positions are better. Even if you fail, you'll still have a chance in the next election.

The 1st step for the Dems taking 61% of ECs the last 24 years was the formation of the DLC, which was their admission that the old ways were no longer valid. That needs to occur with the GOP given 21st century demographics. 7 of 8 MR voters were white. You can't win POTUS with that hand anymore.
