I hear this all the time that paying ransoms will increase kidnapping, which of course is true. But, as long as other countries pay ransoms for their citizens they will just use our guys as advertising for their cause (look at us killing the American), and to show the other countries they are serious about killing if they don't get ransoms. How many times have I heard interviews with a French cell mate of a murdered American talking about what the other guy's last days were like? Obviously they are ransoming their citizens. I have to disagree with not allowing parents to negotiate with kidnappers like they would in this country.
