No Federal Law precludes selling insurance across state lines. It's a states issue. ACA leaves it up to the states what if anything beyond " essential services" to mandate. No two states have the same mandates/ regulation.

Trump--I want to keep pre-existing conditions. Does that mean keep pre-existing conditions as using it to not give people insurance, or that the insurance company has to cover pre-existing conditions?
