Clinton borrowed the funds from intra-government holdings, mostly from Social Security to help pay down the public debt.
Look at ANY chart or graph and you'll see the total national debt rising.
Deficit/surplus is revenue minus spending. If it is positive, it's a surplus. The debt can rise because of money borrowed from one government agency from another government agency.
You still owe that money which was borrowed from that government agency.
