All the DNC is concerned about is buying votes or telling Latinos what they want to here. Good example is haow they promise every thing to Black Americans in the last 30 years and the Black Community has not yet improved there economic and have nice homes.
Sad, but I am glad this has came out, so we can maybe start over and trying to make things right to all Americans.
I always believed the groups, in this case the democrats, that appear to play the race card left and right/calling other people racists are often the most racist themselves.

The first problem we have here is that Latino isn't a racial category. Latino (like Hispanic) refers to an ethnicity - more of a language/culture issue. In the Americas, the majority of a Latino county can be mestizo - a small genetic component of Europeans - typically Spanish or Portuguese, but others are also possible - with the bulk of the genepool being made up of Native Peoples. This is the case in Mexico, Peru, Columbia. Some of these countries have almost no European admixture, some are nearly all European - Argentina, for instance is 97% White.
The race card reference is cute - soccer is a big deal in Latin America, & so a race card is appropriate in that it refers back to soccer. Not that there is such a thing in soccer, but kudos for trying. Better luck next time ... So, Caucasians, Blacks (imported as servants or slaves, mostly), Native Peoples, everybody (including Arabs, Japanese, Chinese) really - can be Latino. Assuming that they're familiar with the given language/culture of a Latin American country.
& Latino/Hispanic is a kinda artificial term - Hispanic was invented by the US Census Office, I believe. Latino similarly - no one in a Latin American country typically refers to him/herself as Latino or Hispanic - they call themselves by the name of their country.
It truly will take WAY more than this to top Trump and his "Mexicans are murders and rapists" comment.

The very same Latino/Hispanic, Asian countries he's currently spending so much (huge, it's huge!) capital & time & effort on now, traveling the corners of the country, to tell us how he's gonna build a great big beautiful wall, & BTW, here's the next Miss Universe, she hails from Brasil. She'll be doing photo ops & signing autographs down to Trump ______________ (insert name of venue here). Let's hear it for the little señorita, folks! Ain't she grand?

I def agree with you that "Hispanic" ain't a race but; la raza TRIES to keep almost anybody who's family came from LatAm from becoming "anglo white" in culture, especially if the person their kind is targeting has a Spanish last name and some kind of dark skin LatAm Indian heritage like Aztec.
