I always wanted a Purple Heart, but I never actually wanted to earn one by going into combat and getting wounded or anything crazy like that. Having it literally handed to me us just so, so much easier.
Well, I'm sure he feels he's earned it because some people hurt his feelings by saying mean things about him. That's the same thing, right? Like his sexual escapades in the '60s were "his own personal Vietnam," this campaign can now be "his own, personal Afghanistan." Only, you know, without any personal risk whatsoever.

It may not be illegal but that don't make it tasteless. That's the issue with a lot of Trump's actions. Trump is an individual who has done tasteless thing after tasteless thing after tasteless thing this election cycle. Free speech is also protected but as we've seen Trump has a problem when someone uses their right to free speech to condemn him for what he said with his right to free speech.
Trump didn't give himself the medal. I'm sure you are not castigating the service member that did earn it.
As for the rest of what you said, yes, Trump has done and said many, many tasteless things.
Duplicate medals can be had for a fee at many venues, Military Surplus for one. The going rate for a Purple Heart is just $56.00. Anyone can buy one.
Wearing military medals that you did not earn was once illegal. Now it's considered free speech but, still frowned upon by many active duty and veterans. It is not inappropriate nor illegal to give your medal, or in this case a duplicate, to anyone you choose.
Be that as it may, people are offended by this farcical spectacle, particularly in the wake of trump's Khan debacle. You are correct. What trump is doing is ridiculous.

The Vet wanted to give it, and Mr. Trump was rather gracious about accepting. It would have been churlish to refuse it.

His comment was insulting to the many men & women who lost lives and limbs or are suffering from brain damage and PTSD. A man with class would have responded more eloquently.
Instead of saying "I've always wanted one" and "this is easier" he could have said he will accept it on behalf of the brave men & women who, throughout history, has sacrificed so much for our freedom, but he is not worthy of it..or something to that effect.
