It means that Rasmussen polls have historically shown a bias in favor of Republicans, which is correct.

Rasmussen has a GOP house effect. It overstates the support of Republicans. It does this by mixing a rv/lv model, not polling mobile phones, and over weighting older voters. You will notice that Rasmussen polls will almost always give Republicans better numbers than other polls.
