According to the article, Trump is on record saying he was granted $150,000 and used it to help small businesses to recover from 9/11. Documents showed he used the money for his own interests.

He took it, and came in under the wire legally, but morally it is absolutely appalling. It does fit in with his reputation as El Cheapo in NYC, and also his lying. He would take advantage of any tragedy for a couple of bucks.
