As a matter of fact, I do not recall any such boasting by the Democrats in 2004. No doubt you can prove your statement. I did some quick googling and could not find anything about worldwide polling in 2004, especially concerning the world's opinion on the presidential election.
Actually, I voted half a dozen times, clearing my cache to make sure.
The vote counter never budged. If it were an actual worldwide poll, that counter should have increased by hundreds in the time I spent voting.
(It was 439,573 IIRC. Nowhere near enough to be a representative sample of the world's population.)
