Well, a year ago I said Trump's chances of getting the Republican nomination were approximately zero. So based on my prediction track record I'd say Hilary's chances of getting the Democratic nomination in 2020 are 100%.
It's a good move for Hillary to try to put up a facade of being a viable candidate to try keep the money flowing. As pointed out by others, she had the DNC clear the decks for her, she had the money, she had the organization, she had the media. Yet, she barely got by a socialist who isn't even a member of the Democratic party and had been previously viewed as an amusing crank from an insignificant state (no offense VT). She lucks into running against the most unpopular candidate the dysfunctional Republican party could drum up and still fails to seal the deal! No, the DNC will not go for another run by HRC.
It takes more than simply wanting to run. Word is, there was plenty of infighting this time around among party pooh-bahs because of her baggage. That's only going to get worse.
Maybe try Governor of New York or Mayor of New York City? The Clintons have always won New York and Hillary won New York over her opponents by double digits in all 3 presidential primaries/elections.
Looks as if Hillary wants to keep her options open so that she can run in 2020.
IMO, she was barely able to handle this election. After 4 more years of heavy drinking I don't think she will be up to the task. That will also make her 74 or so when she takes office.
I would think that after losing 2 national elections, she would have learned her lesson by now.

Hilary mayor of NYC? Can she even name the 5 boroughs? Does she know the difference between Cony Island and Staten Island? Has she ever even ridden the subway? New Yorkers would stick with DiBozio over Hilary. At least he's a real New Yorker.
