It's clear enough she planned to have a huge fireworks display on the Hudson. They canceled it at the last moment when it became less clear they were going to win by a landslide. The fact of the matter is they spent 10s of millions on her "victory" venue. A venue that she never used.

The answer is "YES". Fireworks are expensive, so this figure is nothing strange.
