A mandate is an overwhelming victory. Even in the Electoral College, Trump's victory is in the lower half of the winner-loser spread historically. The majority of the popular vote going to Clinton in addition clearly is not a mandate. A victory where it counts, yes. A mandate, no! Let's see how the 2018 midterms turn out.

Maybe, maybe not.
The Senate will have its say in the matter, and more than one President has broken his keel on the rock of the Senate.

Trump only has a 3 vote majority there, and he will have to deal with 3 Senators he contested in the primaries. Those guys have long memories when it comes to being trashed in the primaries, and he won't be getting much love from them, or a lot of others in his party.

Solidarity only goes so far with outsiders. Trump, the outsider, is going to face a lot of guys who would like to take his job away from him.

You fail to understand that mandate isn't necessary to damage Obama's legacy, and I could not care less about Obama.

We have an objective measure by which to determine if a President-Elect has a mandate. That objective measure is 34 States (a major majority) in the Electoral College and the Popular Vote.

Trump failed to meet that objective measure, but obviously some people feel the need to move the goal-posts.
