It almost sounds like Alabama is as awful as any large urban center run by Democrats. Why in heaven's name would any sane person want to implement policies that have governed dumps like San Francisco, Chicago, LA, Detroit & Baltimore for decades?

The problem Rosie is that you on the left don't realize that your stale, old tactics and "solutions" are actually bona fide historically proven failures.
