Yes, I expect Blackburn will win since strongly red (or blue) states typically don't elect senators from the other party these days. It takes exceptional circumstances for that rule to be broken (e.g. Moore's loss in AL). State level elections like governor are less inherently partisan than federal elections most of the time.

Different states have different rules on if you can run for more than one seat, Kentucky actually changed their rule to allow Paul to run. With that said, President is generally the only time that could happen due to the different Primary schedule.
