True, but he received donations from all over the country. Obviously, he has national appeal. I have read recently that many donors are holding off in their contributions until they learn if he will, indeed, run for President. Also, many experienced campaign staff are also waiting to see if he will run before they agree to work for other candidates.
"O'Rourke raised 38.1 million between July 1 and Sept. 30. He reported individual contributor details for more than $20 million in donations for the third quarter, according to his Federal Election Commission filing submitted Monday night.

Beto was his family's nickname for his as a kid, and it stuck. Just like Bobby is a nickname for Robert, or Dick for Richard, etc. We call our granddaughter by her double initials--same letter for first name and middle name. It has stuck throughout the family.
