Given that Trump won the county by 19% in 2016, it's a lost cause for Biden, but the state where he won by less than 1% certainly is not. In the 2018 Senate race, the Republican nominee won Luzerne by 8% but lost statewide by 13%. Therefore split results are absolutely possible, even if they haven't occurred in presidential elections for awhile.
