They’re placed to drain fluid from the brain ventricles. If it is a malfunctioning shunt that’s bad news for him. It could also be some type of mass - also bad news.
Was the neck thing there before he had his stroke?

^^^Dr. Taylor gives a nice explanation about the brain's response to injury as if those who question Fetterman's fitness for the Senate are sincere and open-minded. This article also in simple terms explains the acoustic processing issue that many of us on the numerous CD threads on this candidate have simply and coherently explained as well. This is no cognitive problem. Full Stop. And Fetterman's physicians have detailed this as well as signing off on his fitness.

The usual suspects, who redundantly and ignorantly disparage Fetterman by making up stuff and mendaciously opining in the face of factual truths about his resolving issue will no doubt ignore this, and will continue mimicking the ugly mocking exhibited by his opponent Mehmet Oz.

Dr. Oz, has lied about and bullied John Fetterman. Oz has not exhibited any integrity or humanity in his treatment of his political foe. This combined with his certain knowledge that brains heal & the clear evidence that Fetterman is indeed healing is more than enough reason not to vote for the Trump appointed forced birther, TV doctor with a knack for quackery, who lives in New Jersey, works in New York and votes in Turkey.

For the moment, Fetterman needs to use a closed-captioning device, but he has very ably been able to campaign publicly and advocate for the economic rights of unionized workers, the privacy & reproductive rights of women, & the basic human rights of all Americans. Those commitments are far more important than his occasional tendency to mash two words together.

Fetterman's integrity, proven public service/effective governing & compassion trumps another con man candidate every time in my book.

Poor Fetterclown. Already with a terrible resume and comprehends even less since his stroke. Poor old thing should be put out to pasture but mom and dad shut him off at 49 and his wife needs that Senator money.

It's worth watching if only because it's going down in history as one fo the worst train wrecks of a debate ever televised.

Fetterman is obviously a disaster and there's no denying the effects of his stroke, but Oz isn't inspiring either. Of the two, Oz easily wins because at least he is coherent.
