Pennsylvania apparently sent out 240,000 ballots to unverified 'voters' or those with incomplete voter registrations ie things like social security numbers not verified.

So ballots being sent out to those with unverified ID.

Law makers sent a letter to the acting Pennsylvania secretary of state to request counties set those ballots aside.

What does PA law say regarding these sorts of registered voters?

From your linked article:

...“With mail-in balloting, it is a requirement,” Marks said. “lf when you apply, your PennDOT lD cannot be verified or your last four of SSN cannot be verified, the county can still issue the ballot, but the ballot doesn’t count unless the voter provides a valid form of lD.”...

If some members of the state Congress don't like that, they should change the law(s).
