Ted Stevens (R-Alaska), the former chairman of the Senate Appropriations Committee.” [LA Times, 9/1/08]

Where is the line in the article that said she requested them, and not the Alaskan Congress members? Does a Governor have power over the Senators to deny earmarks? I ask in all seriousness as I do not know the answer.
