Nevertheless, I'd like to know the context of your title statement for this thread. Did she really say exactly that? Second graders cannot understand complex issues regarding how our government works, hence she would have to put things into simple terms for them.

Because the V.P. does "preside over the Senate", such a statement is not wrong, though V.P.'s these days rarely exercise their authority over Senate proceedings; but they could.

Obama never "clearly state[d]" that he believes in socialism. Neither is he "friends with terrorists." Neither does he "hate America." I think it's pretty clear who the "hater" is here.

And the only duty is to break a tie, not to influence policy or "run" the senate. The VP presides, does not ever legislate.

Oddly enough, that doesn't mean that the Vice President is in charge of it. They get to cast a vote in case of a tie. They can sit in the best seat in the place and "preside" over it. Usually they just let the junior senators sit there so they can learn the rules of order. I wonder if Sarah knows the rules of order.

I dont know if this is where it started but in the late 1890s
Adlai Stevenson 1 (Vice President under Grover Cleveland) was quite the player as President of the Senate. he took a great deal of pleasure in the role and was praised for his non-partisian approach.

So at least as far back at 1893.
