The difference is, people dislike Bush for several different reasons. He is approval rating is not all war-driven. He let Conservatives down by, frankly, not being one as he promised.

Undoubtedly! As we get closer and closer to the reality of his leaving office, his approval ratings will skyrocket from the current 16% approval to a dizzying 18 or perhaps even 19%.
