Thank You City Person.....I was almost sure that George Bush had more "Czars" than any President in American history. the Article that you linked to shows that he liked the term so much he revived it and went on to appointed 46 Czars to Clintons 10, Reagan's 1 and now Obama's 35 apppointments.
This thread is pretty much a joke when you look at the facts. I personally am not opposed to the appointment of "czars" in American administrations....altho I think the title that Bush revived is misleading and has an unfortunate ring of Imperial Russia about it.

Obama never campaigned against the "czar" thing that has mostly been the conservative triad of Fox News, blogs, talk radio, but they were only outspoken against after Jan 20. '09 for some reason...
