It's foolish to suggest not enacting laws because of the off chance an officer is going to break procedure. There is no perfect solution. If people think that not having this law will stop an officer who wants to profile someone based on race, than they are being delusional. The laws need to be enforced and if they hold up constitutionally, than they should be. The key is proper officer training and weeding out the rogue cop(s).

So what is a "lawful stop"? Sounds to me like if the cop thinks you are illegal and stops you, then that is a lawful stop. Correct?

Incorrect. The law states that the law must conform to any federal law and not violate the persons civil rights. The officer cannot simply stop and interrogate someone he suspects is illegal. They must first have been under investigation of violating another law first.
