Creative? Tolkien, no doubt. He created an entire world with language history and mythology.
Lucas was greatly inspired by religious themes and mythology read up on his friendship with Joseph Campbell. The original Star wars movie and it's sequel, Empire Strikes Back were somewhat inspired but the it was downhill from there and really, the best thing in the movies was the concept of "The Force".
The other big difference was that they worked in different media. Tolkien was able to focus purely on the world he created, Lucas had to deal with things like special effects, camera angles and directing a film crew.
As a complete nerd who grew up obsessed with Tolkien AND Star Wars, I'd say Tolkien for sure. As AnthonyB said, his universe and history is far more multifaceted than that of Lucas's. I've read just about everything that Tolkien has ever written re: Middle Earth and related subjects (that I know of). I know a lot of people hate on the Silmarillion from a literary standpoint, but it's probably my favorite work by Tolkien.
Funny I don't see directors as being that visionary, I seem them as creative managers.
Writers are the visionaries. I don't think Lucas wrote Star Wars. Or did he? I have no idea now that I think about it.
