Good list but you've left off a few big one's namely, Ronald McDonald, Superman, Batman, James Bond, Dracula and Spider-Man. These are characters that pretty much everyone from preschool to nursing homes know of.
My immediate thought was Sherlock Holmes. Indeed, while he's #6 on your list, he's the first literary character. It's borderline to call Ronald Mc a "character," since he isn't a character in any story except those old commercials with Grimace et al.

That was my first pick too. After that, 007. I would not count cartoon characters in this category, but if I had to choose one, my all time fav is Bugs Bunny.

I worked for a costume company about 20 years ago, and it was so fascinating to see which were the most rented costumes. To be completely accurate, most aren't actually fictional, but rather an image or an archetype:
1) Santa Claus
2) Frankenstein's monster
3) A pregnant nun
4) Late era white sparkly suit Elvis
5) White halter dress Marilyn Monroe
6) Michael Jackson with the sparkly glove
7) A harem girl
8) A ninja
9) a gorilla
10) Scarlet O'Hara
11) Just about any horror character.
12) Just about any kind of soldier
13) A princess (Cinderella at the ball)
13) And people thought being the back end of a horse was just hilarious
Not necessarily in that exact order, and maybe the above doesn't really belong in this thread. But I've always found it interesting. I've always thought that pregnant nun thing was very weird. It was a weird but fun job in general!
Anyway, if you look at it for specific fictional characters, it would be:

and maybe you could add King Kong
