For starters (PS I'm talking people who generally seem well liked, not just "I've heard of them"):
Whoopi Goldberg (although she was good in "Ghost")
Kathy Griffin
Will Farrell
Maggie Cho
Rosanne Barr
David Chapelle
That dork who walks around with a knit cap on and goofy smile and talks to people - how or why on Earth anyone would consider that even remotely amusing or anything other than idiotic I've no idea

I think Dave Chapelle is funny, but I never thought Jerry Seinfeld is funny at all.

Never been a big Seinfeld fan either but he has his moments - and he is at least what I would call a "quality" comedian, ie it's not that he'd bad, he's just not my cup of tea. The rest I have to seriously scratch my head and wonder why anyone considers them funny.

Farrell has probably done some funny stuff on SNL, but his movies...meh.
Chappelle is good.
I thought Whoopi's (old) stand up was great. Her movies, except Ghost, suck.
Griffin is unfunny
Barr's (old) stand up was great. I once read a reviewer's article (regarding a made for TV movie) state that "Barr is the next Lucille Ball!"
Dane Cook sucks, I don't get the attraction
I never cared for Jim Carey
Leno, in his stand up days was pretty funny
Dennis Miller was funny, now he's just another right wing hack.
Lewis Black and Chris Rock are probably the two funniest stand up guys around. There are a couple of funny ladies, Susie Essman, Sarah Silverman and some others whose names elude me right now.

Never understood the fuss over Lenny Bruce. He's never made me laugh ever, though I've heard that he got less funny near the end of his career, where he would mostly just rant about his personal problems. Perhaps I haven't seen or heard his earlier stuff.
Chappelle is brilliant at sketch comedy, but I find his stand-up unfunny.

Whoopi is excellent at stand-up. Her movies are not so bad - loved her in Jumping Jack Flash. Will Farrell was funny in skit comedy on SNL - not so much on the big screen. Kathy Griffin cracks me up - because she says what everyone else is thinking but afraid to say - and she is quick on her feet and good with improv. Chapelle is really funny in skits and facial expressions are hilarious! I'm not sure who the "guy in the knit cap" is, does anyone else know who the OP was referring to?
