I am looking for a place to relocate to and have been checking out the Eugene and Portland areas. I am a licensed music teacher from NJ and am looking for a place that is musician-friendly and would be ideal for teaching private music lessons. Any insight would be much appreciated.

I'm not involved with the local music scene in Eugene, but my kids do take lessons. The Shedd is an awesome resource, I'd contact them if I were you: The John G. Shedd Institute for the Arts

Also, the Guitar Center here has a Lesson Factory where my kids have taken private lessons in the past. They also have camps and do fun things throughout the year in addition to the lessons. Our experience was positive there, but I get the feeling that the students there are more just starting out types. I think the more serious music students head to the Shedd or other places around town.

You could also try the U of O school of music, and also Arts Umbrella.

I would call those places and talk to somebody for leads and info for Eugene. Of course Portland would probably have more opportunities for you because it's a larger city, but there seems to be quite a lot going on in Eugene as well.

There's also an Academy of the Arts in Springfield, OR (http://a3school.org/Academy_of_Arts_and_Academics/Home.html - broken link), but I don't know too much about it. They might be a place you'd want to call, too.
