I asked a city councilor that we know (our kids are friends) and they hadn't heard a thing. And I trust that this person would have told us the truth, we have known them a very long time.

Also, if this were true, the OP should be happy with this back-dated tax considering it does not effect them and they already dislike the the people this woulllld effect, the transplants.
